That opinion was to the effect that the building of the Commission was too small for the requirements of the Separate System, and that to enlarge it sufficiently would entail such extensive constructional changes as to make it worth considering whether a separate convict establishment on some other site might not be preferable.

3. The largest number of Solitary cells attainable in the present Structure by simply partitioning off without making further additions is 264 as detailed in the Report to the Local Commission, while the number of prisoners to be provided for should not be less than 570.

4. To comply with the Secretary of State's instructions therefore the present accommodation will require to be increased to nearly double.

If it is of the first importance to reduce the cost of administration by having only one gaol in the Colony with one Superintendent and one Staff, and if for increased security it is equally important to be near the Police Barracks, it will notwithstanding the awkwardness of the site be preferable to enlarge the present Structure rather than build a subsidiary prison out of town.
