The Director tells me that with an increased allowance from the Government in proportion to the number of juveniles sent by Magistrates to the Institution, he could take entire charge of juvenile criminals, so that none of them would be imprisoned with hardened offenders.

7. Sending Your Lordship the enclosed Plans, I have deemed it advisable to place on the Colonial Estimates for 1878 an item of 10,000 Dollars to enable me to convert some of the present open wards on the Ground floor of the Jail into separate cells, a portion of the work which, under any alternative your Lordship may ultimately sanction, it will be desirable to carry out.
