I think quite as many things should be planned on the area. A projecting building in front of the central Hall would give ground floor space for offices and upper floors accommodation for debtors. I would build an infirmary separate from the present Hospital, as regards its dirty work then correction with the prison and its internal arrangement, it is impossible to imagine.
The Hospital should be a building of several floors in an aired basement about 100/2 feet high, which may be used for clean bedding, stores, etc.; it should provide from 100 to 120 beds. The first floor accommodation should contain wards with food rooms and sanitary apartments and a couple of rooms for separating bad cases. The wards for the hospital should have good verandahs and the wall surrounding it should be higher as in future it should have ... feet higher, there is absolutely necessary for security.
