W. Stennessy assumes in this despatch, that there is impropriety in an unofficial councillor corresponding with anyone in the Colonial Office. One can hardly pretend that this is necessarily the case: such correspondence is certainly not uncommon, and has often been known to be very serviceable, it being well understood on both sides that it is not authoritative.
In this case M.Philippo knowing Hennessy's hatred of tripping up his subordinates was perhaps not very discreet in freely putting forward suggestions;
