13. Satisfied therefore that the build-up of foreshore at Causeway Bay is due to extremely slow accumulations
of detritus washed down by the rains from inland rather than to
the action of the currents, I think that the site
can be safely adopted
as the best one, in fact the only Boat Refuge.
But it must be also borne in mind that for half a century to
come, no change can occur that will
materially affect the bottom and also that by far the greater portion of the boats to be provided for average a draught of only 12 inches and that a few of the largest only draw 3 feet. Moreover, before the half century expires,
if the colony continues making its present rapid strides the area to be occupied by the Harbour of Refuge will be reclaimed for houses and streets.
