I just sent home the Estimates for 1870 showing a large increase of Revenue for Mercantile, the Thave not exactly made out how as yet. (The new Civil Hospital designed at great expense is apparently shelved in favour of the scheme for Converting the Lock Hospital into a Military Hospital). There appears in the face of the Estimates a Prayer & Water supply scheme, which Sir A. Kennedy, was always full of) But if the work can be done for anything like $50,000 there will be no doubt that the money can be found without any difficulty, & partially if necessary by a special fund which to a certain extent would I think be justifiable.
