of them; I would merely point out that though the finances of Hongkong appear to be in a healthy condition, there are several objects for which no definite provision has been made. I have not affected in this year's Estimate, and bode on which a large outlay is to be expected, such as e.g. the Praya Wall, the Civil Hospital and the New harbour of Refuge; it would be well then in view of these and other Public Works, be either it which may be necessary or desirable with regard to the 6th Para of your dispatch to undertake, that you should carefully watch the expenditure of the colony.
4. Subject to these observations, I have to express my approval to you. I am still expecting to receive further despatches from you.
"An ordinance enacted by the Governor of Hongkong with the advice of the Legislative Council for the appropriation to expenditure until your proposals have been definitely approved.
A sum not exceeding Seven hundred and eighty three thousand Dollars to the Public Works, such as the Central School; the Lunatic Asylum, & the Time Ball in Victoria Harbour, has been estimated, and I await H.M.'s gracious confirmation.
