In which I questioned the possibility of building a proposed New Lock Hospital for the use of those affected by the Surveyor General, I stated that before sanctioning the abandonment of the proposal to build a new Civil Hospital, I should require information regarding Labour, Complete cost, etc.
6th. Conversion of the existing hospital was subsequently recommended.

I have the honour to acknowledge the receipt of your despatches, No 162 of the 22nd of November forwarding the Estimates for 1878, and No. 176 of the 28th of December containing Returns Connected with the Lock Hospital.
I regret that delay has unfortunately occurred in dealing with these Estimates and at this distance of time it would be undesirable that I should now enter into a detailed criticism.
