According to the diplomat's information the terms
of the offer were as follows:
(1) France should be admitted to share in the Axis "New World Order" as an associated Power, but not as a partner. (2) Germany to obtain Alsace-Lorraine and Italy to receive

naval bases in the Mediterranean and Africa.
(5) The redistribution of French colonies as follows: France to retain Algeria-France and Italy to divide Tunisia- France and Spain to divide Morocco and Germany to regain all her former colonies.
(6) All other French colonies to be governed by Italy, Germany
and France.
