WASHINGTON, OCT. 22, (UP).—A FORTNIGHT AGO GER- MANY OFFERED FRANCE A FINAL PEACE' SETTLEMENT IF THE LATTER WOULD PARTICIPATE IN THE WAR AGAINST BRITAIN, ACCORDING TO INFORMATION REACHING A DIPLOMATIC SOURCE HERE.

The offer, however, was rejected by Marshal Petain and the majority of the Vichy Cabinet, but M. Laval supported the idea and is at prosent working for its acceptance.

SIX PROVISIONS

According to the diplomat's information the terms

of the offer were as follows:

naval bases in the Mediterranean and Africa.

(5) The redistribution of French colonies as follows: France to retain Algeria-Franco and Italy to divide Tunisia- France and Spain to divide Morocco and Germany to regain all her former colonies.
