I am not receiving additional inmates; I have but lately submitted to Lord Clar suggestion for the future arrangements of this Island in respect of such increased number of Convicts. And although I have been forced, by the falling in of tickets of leave, to apply for a small increase for the present, I am strongly adverse to making further additions.
I have drawn a plan for a Convict Station; unless suitable arrangements should be made in the general defence. Moreover, the reduction of troops and introduction of convict labour, in my opinion, although of great utility in some respects, has been highly prejudicial to its general welfare; the latter has almost driven away the former, and I am trying to revive it as much as possible.
At the same time, I shall not fail to consult Lord Clarendon respecting Your Excellency's forthcoming proposals; and as I am proceeding by this mail on account of ill health, it is possible that this Lordship may give me much personal instruction on the subject.
