It is to such mistakes and not to the employment of Convict-labour that the deterioration of the labour market of Labuan is due. Therefore, in spite of Governor Ussher's objections, I would with deference - in the mercantile interest of Labuan and Hongkong - beg to sanction the proposal I made in my despatch of the 15th of September.
