I really hardly know how to deal with this hackneyed despatch. It is in the worst possible taste, it should not, I suppose, be dealt with till my letter arrives and gives his Explanations respecting the Birds skins. The other matters which He alludes to are partially of a different character.
He has quite succeeded in stirring up Mud at Hongkong and without directing his mischievous pertinacity & his committees.

We have had so many recent instances of mischievous intrigues that the time has at length arrived when in my opinion a decided intimation should be conveyed to him repressing the view entertained of his proceedings.
Whilst in a recent Minute relating to Hongkong I drew attention to the fact that Kennaway continually writing despatches public & confidential as well as private letters to the Secretary of State (the latter form of communication being most objectionable in itself) in which the conduct of his predecessors & subordinates on the staff of the Colonial Office were subjected to motions criticism & intrigue.
