The Governor, the Acting Political Secretary and Acting Colonial Treasurer in this; was- A

"We did not recommend a sum than $90,000, because although the Police Rates are due this month for this quarter, yet they are rarely paid in large amount until the beginning of next month. Consequently looking at the balance being about $60,000, and $40,000 being required for the payment of salaries we did not think it safe to leave more than that amount at disposal, the incoming revenue being available for public works and other expenditure which have to be met during the current month.

"We also took into consideration the advisability of being able to make a comparatively small remittance to the Army Agents, if exchange (showing upward tendency) would allow of such a thing being done advantageously.

"As a general rule it seems necessary to keep not less than $30 to $40,000 in current account.
