On the 6th and 27th of September 1877 there was a trifling increase, as 22,832 passengers from Leanton availed themselves of the cheap fares. While this large influx of passing on slightly increased, the number of prisoners in Gaol had diminished; and, in spite of the continuing influx, continued to diminish week after week.

As if any further evidence should be needed, it would be found in two remarkable documents which had been prepared for Sir Arthur Kennedy and which accidentally came to hand when looking through the papers relating to the River Steamers Ordinance. The first is a document headed "List of late cases traced to immigrants from Leanton." It is signed by the Captain Superintendent of Police, Mr. Deane, and is dated 27th of September 1876. It has the following Minute of Sir Arthur Kennedy: -
"On the Captain Superintendent of Police observing any increase of crime 'from the immoral influx of Chinese
