I have the honour to acknowledge the receipt of your letter, dated the 8th October; relating to the question of deleting the usual pay as Governor of Hongkong.

I regret that it is not in my power to comply with the request for half salary referred to in your despatch, inasmuch as there are no funds available for that purpose, and an application to the Treasury for a special grant on this account would entail considerable delay.
