It moderate sized cargo 20,000 piculs and the first cost would be at least $255 per picul, and freight, insurance and charges would bring the cost up to at least $65,000, and more, probably $70,000.
From the north of China the most distressing accounts come of the state of starvation into which whole Provinces are plunged, and I think it probable this community will again have to do what it did to aid the sufferers who receive little or no assistance from their Government.
In India the Government is doing all in its power for the people, and it appears to me the call for outside assistance is not so great as there is unfortunately too good reason to believe will be the case in China.
The ability too of this Colony to do much to alleviate distress is not very great, and I think that $5,000 or 6000 - my impression would be about the measure of its liberality.
This amount might be collected and forwarded to swell the offerings of others, but I do not think more could be done; and I am of opinion a public meeting would not assist matters.
