The Europeans & Chinese have hitherto seen distinct parts of the town for business and residence. M. Hennessy is allowing the Chinese to occupy part of the European Quarter, although the Registration General, who is likely to be better informed, says there is no real demand bought by some speculators that has inspections on Compradors. It is policy deemed to me for questioning, assumes that the present demarcation state of Partition Frank will continue & that these premises will not be wanted again by Europeans.
– I will acknowledge the despatch or perhaps approve of his not going beyond the line he mentions.
