HAVANA, July 22 (Reuter)-Mr. Cordell Hull, United States Secretary of State, addressing the Pan-American Con- ference to-day said that the United States Government endorses the suggestion that all American Republics should establish a collective trusteeship over European possessions in the western hemisphere.

"We have no desire to absorb these possessions or extend our Sovereignty over them, or in- clude them in any form of sphere of influence; but we couldn't permit these regions to become subject to barter in a settlement of European differen- ces or the battleground for ad- justment of auch differences,
