This is a separate subject: & I propose to send it on itself - than annex The Colonial Prisoners Removal Act & the form of agreement between Colonies. It strikes you as a desirable attach that the Govt would not hire convict ships during the Voyage - M.17/11

The proposal of sending convicts to Labuan from Hongkong and the Straits, making it a joint penal establishment at the expense of the two Colonies, a controlled by the former Govt is worthy of Consideration: but it cannot be done in the easy way suggested in 12823; the idea of making Labuan a penal settlement & defending it thrusting is absurd –
