In the routine of preceding years, my daily work I have often to examine the records of criminals recommended for deportation and I have seen many in this Colony where... has received repeated periods of imprisonment for many offences; sometimes subsequent sentence for the same class of offence being less than the preceding sentence; each offence being committed almost immediately after the criminal was discharged from prison.
This is entirely opposed to the true principles of punishment. When I had to deal with the Chinese community a few years ago, I gave instructions to the Police Magistrate to send to the Supreme Court every offender who was guilty...
