paragraphs 20 and 21 of Dr. Siebold's Report of the 30th June last, which Your Excellency forwarded to me in Your despatch of the 4th July, and I asked their opinion

as to the advisability of discontinuing the British Postal Agencies at those Ports, and transferring the same to the Japanese Government
