I also lay before Your Lordships the flattering testimonials (in original) of these candidates, received from the Friend Masters & Inspector of Government Schools.

As the candidates understand that the names of those who fail at such examinations are treated as confidential, I have refrained from asking W. Stewart for explanation of the testimonials he appears to be in the habit of giving, and which in some of these cases ought certainly not to have been signed by Officers in his responsible position.
