6. I believe that the only real difficulty in the way is one of Expenditure. It is true that no one without practice or training could at once step into Mr. Rosario's post and do his work; but there are more than one person to be found in the Colony who in a short time could be made well fit for those duties.

It occurs to me that the course to adopt is to create a department with a chief Interpreter at its head, who should be a well-educated Englishman of some social standing, with a staff of Chinese Interpreters as his assistants, all should pass rigid examinations before entering upon the actual performance of their duties, and among the subjects for examination I would suggest that a rudimentary knowledge of the laws should be included.
