Mr. Rozario is the head
Interpreter. The principal duty of
Mr. Chan Sai Kwong is to translate documents and to assist in preparing
the
particulars of demand attached
to the Summonses in Chinese or
English
as the case may require.
When Mr. Rozario is engaged at the Criminal Sessions or in the original jurisdiction of the Supreme Court, Mr. Chan Sai Kwong interprets in the Summary Jurisdiction side. As far as I can judge, he is a
far better Interpreter than Mr. Rozario.
I have formed
this
opinion on the following grounds. He generally puts one direct question, which receives a
direct answer,
whereas when Mr. Rozario interprets, it generally happens that the question has to be put repeatedly in different ways before the witness understands it and gives his answer.
It is impossible for a judge to feel any confidence that the real question has been brought home to the mind of the witness in the shape in which it was put originally.
After a little experience, it is easy
to see at once whether a
