supported by Her Majesty's Consul and forwarded to Mr. Lister, the Postmaster General at Hongkong. Mr. Lister replied, that the office being in the gift of Your Lordships, he would forward the application for your Lordships' favourable consideration.

We venture to submit several considerations why, if such be consistent with those public interests, on which we cannot express an opinion, the appointment of Mr. Dallas as Postmaster here would be peculiarly gratifying to the Shanghai Community, and to point out to your Lordships the many peculiar qualifications that this Gentleman possesses for performing the duties of the office to the satisfaction of your Lordship and to the benefit of this large community.

Mr. Dallas has resided long at Shanghai and has ever been one of the most respected members of the Community. He is universally known for his integrity, tact and obliging disposition. He is thoroughly acquainted with the requirements of the place, which are peculiar. The Community consists of about 2000 persons, mostly engaged in Commerce, on whom the delay of a few minutes in the delivery of their letters would often entail a heavy loss.
