Referring to my despatch of the 4th ultino, forwarding application from M. Barnes Gallan for the appointment of Portmaster at this port, I have now the honour to enclose a petition to the Imperial's Portmaster General signed by all the British and foreign banking and mercantile firms praying him for F. Lester Lagr to be appointed Portmaster General at Whampoa (or Huangpu) in their settlements, setting forth the reasons.
