alter the existing law subject. I have spoken to a good many of them about it, and they appear content to see the present laws of the Colony strictly enforced against smugglers; Knowing,
on the
other hand, that the Government exacts
ample reparation from
the Chinese Authorities in
every
instance where it is proved that
revenue cruisers search or seize
junks in the waters of the ... Colony. They are fully alive to the fact that legitimate trade is not really served by allowing laws
to be administered or altered to
suit the smuggling fraternity
