Murder Plot Rumour

Hoavy Guard For S'hai Ratopayors Mooting

OPECIAL TO THE "TELEGRAPH" SHANGHAI, Apr. 18 (UP).— The revelation that unconfirmed rumours had reached the au-) thorities that a plot was in exis tence to assassinate several foreign members of the Munici- pal Council was made to-day.

The rumours were responsible for the institution of large-scale precnu-i tions at the meeting of S.M.Č. rate- payers.

Two hundred heavily armed police and two let yons were present out- side the meeting hall.

Mr. C. S. Franklin, Chairman of the S.M.C. disclosed inst night that op- proximately 14,500 rate-payers were not eligible to vote, compared with' 3,300 last year. The large increase indicates the extent to which large properties have been split up for the purpose of obtaining more votes.
