consolidating and amending the various laws on the subject, placed a printed copy of the Bill in my hands a few days ago, and it will be read a first time at the next meeting of the Legislative Council.

I shall take care that ample time will be given before the second reading for the consideration of the measure by the Chamber of Commerce and those interested in the Shipping of Hongkong.

As a general rule, the only changes in the existing law that I find the draft Ordinance proposes to make, are those amendments suggested by the Board of Trade and by Your Lordship. One alteration has, however, been made, on the suggestion, the Attorney General tells me, of Mr. Thomsett, the Harbour Master, which, at this moment, is of some political importance.

From my despatches noted in the margin, Your Lordship will have seen that soon after my arrival I announced my intention to enforce clause XIX of Ordinance No 6 of 1866, and that
