trained warders from the English prisons for the higher posts, and giving them the aid of well-conducted Chinese; so that, for the first time in this Colony, there will be, under strict European supervision, a body of Assistant turnkeys who can speak the language and know something of the characters and dispositions of the prisoners. Thus the staff of the Gaol will be strengthened and some essential elements of efficiency introduced into it.

With such a staff, I trust it may be possible to make the Hongkong Gaol, what it certainly is not at present, a properly worked engine for the suppression of crime.
