Although in consequence of the exceptional leniency of the Chinese magistrates, there is a large body of habitual criminals at this port, yet the general population of the city and suburbs, although made up of men from many different provinces are by no means turbulent, and it is most unlikely that any services of the volunteers will be required to quell a disturbance during the next six months. Nevertheless the Chinese, are undoubtedly an excitable and superstitious race, and should a riot of any kind take place, the knowledge that the foreigners were not supplied with ammunition would not tend to restore tranquillity.

One of H.M.'s war vessels is usually stationed here, but, viewing the large numbers of junks and junkmen lying in the Port, should any serious disturbance take place, officers and crew would probably be fully occupied in guarding the foreign vessels lying in the river.

Under these circumstances, I trust that you will be able to accede to the request of the Municipal Council.
