On my arrival, W. Austin found it necessary to report to the Governor of Malta (Dispatch no. 96 of 11 April 1827) representing the "misconduct of the present set of turnkeys".
There can be little doubt that this misconduct and the "plaints made from time to time against the Turnkeys", to which Mr. Austin referred, contributed to produce the deplorable state of prison discipline, that I noticed on my first inspection of the Gaol.
The very easy fact that Mr. Tomlin should allow the third assault committed in prison by Green to pass without recommending his dismissal, shows Mr. Tomlin unfitness for his temporary post.
I cannot allow Green to continue his employment in the Gaol; but if Mr. Crenagh thinks him fit for Police duty I shall not object to his being so employed on probation.
