in those offices I am unable to see any essential distinctions between the qualifications required (in the part of Chinese) to make efficient Police-men, and those expected in Eurasians; and as, after reconsideration, and after experience of results, I adhere to the reasons I gave in the former dispatch, I think it better to refer His Excellency the Governor to that report than to reiterate those reasons in detail.
I would only add that, apart from the great consideration of language, wherein the advantage lies with the Chinese, in all other respects likely to seek the lower offices in the Police, the former are, in my opinion, owing to their sobermindedness, docility and capacity for discipline, better fitted for the work than the latter. Whether in the probity character, precision habits, & discipline of mind this class of Chinese are, in my opinion, to be found sufficient guarantees for that fair dealing towards prisoners which should form as important a factor in the good management of a prison, and further, looking to the natural...
