So much of the south-West monsoon has now been lost that totally apart from the delays portended by the enclosed documents, it will not be possible to commence the works before next monsoon, in other words before June of 1878, and I have therefore to suggest with regret that Mr. Newcombe's services be dispensed with.

With His Excellency's approval I shall therefore give that gentleman one month's notice in accordance with the terms of his agreement. Mr. Newcombe having rendered good service up till now in the preparation of the detail surveys for the Praya works and the marine surveys of sites for the breach waters projected by His Excellency, his engagement has fortunately not entailed heavily on the Government.
