Moscow, Mar. 4. The Soviet Command in a state- ment answering the Finnish Note to the League of Nations: says that the Finnish version of Soviet war me- thods is a malicious one. The state- ment claims that Soviel planes never bombed civilians. It denies the use of prisoners as shields, use of poison gas or violation of the laws of marl- time warfare.
