OSAKA, Feb. 29 (Reuter)—The Japanese authorities in Central China have taken steps to restrict, or absolutely prohibit, the shipment of certain materials produced in the occupied areas of China to Shanghai or elsewhere outside the occupied zone, on the ground that they are important for military purposes, it is learned by the Municipal Industrial Department here.

LEAP YEAR has ruined what would have been 22-year dry weather record during January and February.
A change in the weather started at midnight and by 9.80 this morning 78 points of an inch of rain had fallen. Thus the 1918 low record of .025 of an inch rainfall for the first two months of the year remains unchallenged, and the 1940 figures can now only compare with those for 1933, when .540 of an inch was recorded for the same period.
