connected with the Post Office here are by local enactment (Ordinance 10 of 1876 Section V) vested in the Governor of Hongkong. As however in this instance the emoluments of the Office are £600 a year, I see no reason why a gentleman to be placed in charge of such an important post should not be selected from England. I have the honour to enclose the usual Particulars of the vacancy, so that your Lordship may fill it up.
3. The accompanying copy of a letter from Mr. Lister, the Postmaster General of Hongkong, explains the temporary arrangement I have sanctioned for the discharge of the duties.
