Mediation Moves
Acceptable to Allies
SPECIAL TO THE "TELEGRAPH"
PARIS, Feb. 26 (UP). The assertion that no media- tion or peace offensive, whatever its patronage, could be made with any chance of success, was made by a semi-
official French source to-day.
The speaker did not refer to the United States specifically, but it is noteworthy that the statement coincided with the in ception of Mr. Suniner Welles' "exploratory" conversations in Rome.
Hence it is regarded in some circles as an indirect warning to the United States and also to the Scandinavian countries that the present moment is inopportune! to suggest mediation.
The same statement criticised Sun- day's communique by the Scandina- vlan Foreign Ministers, in which they expressed a desire to stop the -war- before heavy fighting started.

Mr. Welles entered the Palace of 4.53 p.m. and departed at 8 pm.
His departure passed unnoticed, the Venice Square being deserted, and only news camermen were in evidence when he appeared.
Earlier, following a morning con- ference with Count Ciano, Mr. Welles decided to shorten his Rome visit and

ALLIES TO PAY $1,000,000,000 FOR WARPLANES
WASHINGTON, Feb. 26 Reuter)Mr. Henry Mor- genthau, Secretary of the Treasury, said that he was convinced that the British and French Governments had $1,000,000,000 (£250,- 000,000) in foreign ex- change with which to pay. the $1,000,000,000 worth of aeroplanes contemplated in their purchasing pro- gramme over the next 18 months.
Mr. Morgenthau added that he thought that the prices being paid for mili tury planes by foreign governments were reason- able when compared with the domestic prices.
