Meanwhile I venture to suggest that the Chinese Coolie, who have incurred considerable expense in the hire of premises & are waiting to be set to work, and I beg to revert to my original proposal that their security money be taken and they be set to work, as it is not really necessary that the question of revision of the Ordinance (which will necessarily be lengthy) should stand in the way of that of the Agency.
