"I think a Chinese Agency for "The sale of stamps whether adhesive or impressed would be convenient to the Chinese and would be appreciated by them. All Chinese Merchants find the fact of there being only one Stamp Office and open only at certain hours extremely inconvenient. It would be immaterial whether such an Agency were conducted by the Government or by a private individual. I do not think that the Government would gain very much by it.

"I think if the charges of the duty contained in Schedule 3 of the Ordinance No 7 of 1868 relating to Bills of Exchange, Promissory Notes were reduced; and especially if the graduation as for instance from $100 to $3000 were not so violent, that there would be much less desire to evade the Ordinance than now.

"So long as the proposed Agency is conducted by a respectable man and well secured I do not see what objection there could be to the scheme."

I may mention that Mr. Jister was present at my request at the interviews.
