During the year, all adhesive stamps purchased by them and on all stamps impressed for them on paper, which the Agents employed by the Government are used to make. No discount will be allowed to any other person. Nevertheless, stamps will be sold at the Stamp office to all Chinese who may apply for them, as usual, at any time.
4. The Government may at any time return the deposit in money and discontinue the Agency. The Agency may be discontinued after ten days' clear notice.
5. The site of the Agency shall be subject to the approval of the Government.
6. The Agents shall pay cash for all stamps purchased. To ascertain the amount of discount due to them, they shall enter each purchase in a book which shall be initialled by the Clerk who sells the stamps at the time of purchase. A duplicate of this book shall be kept in the Stamp office.
