I fancy that that was the conclusion come to some years ago at the Treasury that when any sum in aid of Imperial Expenditure could be got out of a Colony, it should be treated as a military contribution fixed with reference to the garrison permanently stationed there, & not as a naval vote : but I do not know where to find any accurate exposition of this minute.
I am certain that the £20,000 now paid is not heartily treated as a military contribution to cover the expenses of the present...
