In my despatch No. 10626 of the 18th Instant, I have laid before Your Lordship a return of the floggings inflicted by sentence of the authorities in Hongkong since January 1876. Out of the two hundred and ten floggings, it seems that about one half were inflicted on juvenile offenders.

It is difficult to believe that there is no connexion between such serious facts, and the absence of anything like a comprehensive scheme of Government public instruction for the lower classes.

Given the time and context, it is likely to be "Bonnehamy" or more likely "Hennessy", a governor during that period.
