Mr. Hennessy will probably
despatch, if he completes the subject, & I would wait, for this document comes furnished with most incontrovertible
The number of floggings is high; but I do not doubt what it can be safely discontinued
I assure that such subjects are not submitted to The St. Council for Opinion
