The Castersin Australasia and China Telegraph Company suggests that this Government should enter the International Telegraph Convention, the result of which would apparently be some slight reduction in the charges paid out to other Telegraph Administrations.

2. I have consulted the Chamber of Commerce and learn through the Chairman that in the opinion of the Chamber it would be advisable to accede to the application.

3. In this opinion I concur and unless therefore Your Lordship sees any objection to such a course, I should be obliged by the necessary communication being made through the proper channel to the Russian Government with a view to the admission of this Government into the Convention.

4. I enclose a copy of Article 2 of the Convention bearing on the subject.
