is called for to complete the cost of the site: and
all this is exclusive

the cost of the proposed

5. I am bound to admit that
there is no real necessity for this costly project; whilst, on
the other hand, the want
of a beggars' home for hemantics and
imbecills, of a properly constructed
prison on the separate system,
by
Ir new Civil Hospital and other important public works,
are forced upon my
attention every day.
