Before however reporting further on this matter, committing myself to any of the sites which have successively come under examination, I would respectfully recommend the appointment of a Board of Naval Officers & seafaring gentlemen having due experience of the wants of this harbour during stress of weather with a view to joint investigation into the relative merits of these sites.
