The Council agreed and the necessary instructions were given to Mr. Price who has taken up the question with the greatest interest, as a project he had long thought to be of the very first necessity.

5. From Commodore Watson of Her Majesty's Ship Victor Emmanuel, and Lieutenant Bonham Bax of Her Majesty's Ship Sylvia; I have received valuable suggestions as to the best sites for the breakwaters. I enclose for Your Lordships' information copy of a communication from Admiral Ryder transmitting a Report from Lieutenant Bax on the subject. I also enclose a copy of a letter from Mr Price suggesting that a Board report on the locality and position of the proposed breakwaters. At my request, the Commodore has nominated Staff Commander Dixon as a member of this Board.

When the Board has reported and the plans and estimate are prepared, I shall again communicate with Your Lordship.
