I think

it possible that a few ill-informed prejudiced trader in Labuan

may grumble. But those who really know and understand the true interests of the Colony will

rejoice

at what

Her Majesty's Government has

accomplished. While the trade of Sulu proper will now

find its

way mainly to the British ports

in Tarragona and in

a very

minor

degree to Balangingi, the entire suppression of piracy in the Archipelago which will follow the undisputed establishment of the Spanish

sovereignty, will make the trade

of North and West Borneo to revive; and, of that trade, Labuan is the natural depot:
